Analog / Digital EAS Encoder / Decoder


The Monroe One-Net EAS Encoder/Decoder was designed to keep pace with the ever-changing headend environment. With a standard 10/100 BASE-T Ethernet connection this device can communicate via your network with the new digital platforms (SCTE 18 & DVS168) or be accessed via the Internet for monitoring or downloading upgrades. In addition to a full range of inputs and outputs, the One-Net can hold up to 3 internal AM/FM/NOAA radios. An almost unlimited number of EAS events can be stored in the memory with all the needed details, including the audio. The email function can be customized to provide notification for EAS events or for most systems failures, including the loss of radio input signals. With many other features available, the new Monroe One-Net is a complete EAS solution today and tomorrow.

LAN Hub Controller

Monroe Electronics’ Model R-190 supplies remote contact closure from  a central R189 OneNet Encoder/Decoder. This allows the operator to perform remote functions at peripheral Hubs from the central site during EAS alerts.
LAN IP addresses may be assigned to the R190 from any PC, using a web browser.
Up to 8 R190’s may be cotrolled by a single OneNet Encoder/Decoder.
Each relay contact may be addressed by FIPS code from the controlling OneNet, making remote switching by FIPS code possible.

EAS Digital / Analog Override Interface

  Provides Both Digital and Analog Local
  Access in ANY System!


Monroe Model 988 allows insertion of Local Voice Alerts into any manufacturer’s EAS system.
The model 988 connects to a dial up (POTS) telephone line. Various settings for timing and control functions are available to the user via a serial port and included Windows® based software. All FIPS codes that may be accessed by a user calling via telephone are presettable.

A/V Comb Filter / Generator

Monroe’s R180/AV Series Audio/Video Comb Filter Generators have been approved for small cable systems -- plus digital. New advanced technologies with joint development by Idea/onics, the master of CATV Comb Generators, and Monroe Electronics, the master of CATV Solutions.

New “Lykinsor” circuitry makes the inherent beats nearly invisible. Adapted for digital cable programming with the guard band (72MHz - 76MHz) baseline noise level greater than 40dBmV down. No additional filtering required. Smaller size minimizes the required rack space.

Meets all FCC aeronautical band offset requirements.

Baseband Switch / master

The Model R177M Master Baseband Switch is the “master” or “stereo slave” unit to provide balanced stereo audio follow baseband video switching on contact closure, for a cost effective EAS system.

EAS audio and video signals are buffered with adjustable ±3 dBmV amplifiers, for isolation and signal quality. The baseband audio and video signals are looped through to supply succeeding units.

High quality and long life RF and Audio switching relays ensure low loss and high isolation for reliable system performance. Each unit has test buttons to switch only video or audio for its 8 switches allowing less intrusive testing when desired.
Control of this unit to switch either audio, or video, or both, passes through to any succeeding units for EAS alarm switching.

The modular design of this unit facilitates mounting near the equipment to be switched minimizing cable runs, installation and maintenance.

Digital Envoy

The Digital Envoy™ is used to process alert information received from the National Emergency Alert System (EAS), for the purpose of distributing the associated text and audio information over a cable TV system’s network, for the presentation on subscriber’s digital set-top converters.

EAS alert messages which are received via AM, FM and NOAA radio, consist of information about the type of alert, time issued, duration, and affected regions, along with audio information. Affected regions may range from a ninth part of a county, to several counties as determined by regional FIPS code identifiers. EAS Decoder/Encoders are used to detect the EAS radio transmissions for local regions, and to transfer decoded signals to a Digital Envoyä for processing.

Each Digital Envoyä checks the EAS transmission for the type of alert, area FIPS codes, and tests for duplication of issued alerts. If an alert is valid, the Digital Envoyä will encode the EAS audio and text information as digital files, then transfer these files, with commands, to the cable system’s Digital Network Control System DNCS. The DNCS in turn transmits the alerts to customer set-tops within affected regions.

CEMS-1000
Character Generator


In its basic form, the Monroe Electronics CEMS-1000 is a high quality character generator for full screen replacement EAS systems. However, its unique modular design provides the ability to expand the system to add crawl messaging to individual channels by simply adding Cable Envoyä channel cards. The CEMS-1000 rack has the capacity to hold up to five channel cards and more channels may be added using our Cable Envoyä client racks, which hold up to ten additional channel cards each. Switching options include baseband video/audio, IF or baseband video with 4.5 MHz audio. Other modules are available to complete the transition to a complete Monroe Cable Envoyä “Addressable Messaging System”.

Multiple Input Processor

The HollyAnne MIP-921e incorporates the required EAS encoder/decoder and responds to the National Weather Service's digital SAME protocol as well as the mandated EAS digital format. It has two on board radio receivers and a telephone interface as well as inputs for 2 external radios. The integral printer documents the FCC mandated system tests and alarms.

The HollyAnne MIP-921sRC is a complete Encoder/Decoder at a Decoder only price. Designed to meet the complete FCC mandate, this unit has a built in character generator and two (2) built in AM/FM radios, with room for an additional AM/FM or NOAA radio. The MIP-921sRC also has a built in printer buffer capable of storing up to 130 events, an on-board UPS and the ability to select an auto weekly test.
