EAS CAP COMMON ALERT PROTOCOL (CAP)

    Common Alert Protocol Statement:
On July 12,2007, the FCC released their Second Report and Order and Notice of Proposed Rulemaking, in regards to the Review of the Emergency Alert System (EB Docket No. 04-296). In this document, the FCC has decided that all EAS participants be required to receive alerts formatted to CAP within 180 days after FEMA publishes applicable technical standards. On July 30,2008, FEMA in a News Release, has stated that it is their intent to adopt an alerting protocol in line with CAP 1.1 during the first quarter of 2009. There is currently work underway to develop a CAP to EAS interoperbility profile.

   CAP is an XML (Extensible Markup Language), WEB based communication protocol. This will require an encoder/decoder to have an Ethernet connection and the appropriate CAP to EAS software. Depending on the profile adopted by FEMA, converter boxes may also be available that would connect to internet, accept the CAP message, convert it to EAS and pass it on to your current encoder/decoder.

   While there are still a number of unknowns regarding the final structure of a CAP to EAS profile, Monroe intends to have a software package available for the R189 One-Net EAS Encoder/Decoder well within the 180-day timeline. Email notificationwill be sent to all One-Net owners who have registered their product. Additionally, updates to this subject and information regarding the new software package will be posted on this website.

CAP Update (1/21/09)
An industry group has completed an EAS-CAP profile that can be found on www.eas-cap.org., along with information about the members and mission. This profile is now in front of the OASIS standards group (www.oasis-open.org), which will be working in support of IPAWS (Integrated Public Alert and Warning System) for FEMA
